Most of the major environmental laws, including the Clean Water Act, the Clean Air Act, the Resource Conservation and Recovery Act, and

the Emergency Planning and Community Right-to-Know Act, authorize citizens to bring enforcement actions against violators of these laws

under certain circumstances. Citizens suits are an important enforcement tool because these suits allow ordinary citizens to act as

private attorneys general when the environment is endangered, in cases where the government is failing to enforce the law.

For your Week Two Assignment, choose one of these laws on which to write your Final Paper, create a paper topic outline. The substance

of your Final Paper should concentrate on the citizen suit provisions of the law that you have chosen. At a minimum, your Paper should

cover the purpose of a citizen suit and how it works including, but not limited to, notice requirements, standing, reasons for

precluding suit, and collection of attorney’s fees. Also, give an example of at least one citizen suit that you researched and the

outcome of that suit.

At the end of Week Two, you should choose your statute.
