Is the UN Convention on the Rights of the Child (UNCRC) universally applicable?

It is believed that the concept of human rights began around the time of the French and American revolutions. Burr and Montgomery (2003, p.137) describe that slaves, women and children were not part of the original thought process around human rights and how at times in history animals had more rights than some humans.

Concepts of human rights being universal became apparent after the suffering and mass loss of life during the Second World War. It was felt that in order to prevent atrocities such as the Holocaust from happening again an international agreement was needed on an interconnected set of rights applicable to all races. In 1948 the Declaration of Human Rights was passed meaning that the countries involved were held accountable for the treatment of people.
