Discuss the trade-offs involved in deciding upon the appropriate level and form of decentralization/centralization within education. Bear in mind that different aspects—finance, control of curriculum, control of hiring—can be decentralized to different extents; and that the issues of centralization and decentralization relate not only to the division of responsibility between the federal government, the state, and the local community, but also to the division of responsibility within the school district, between central office administrators, school principals, and teachers.
