According to Sharkey (2000) vulnerable people do not only include older people and disabled adults, but include several groups such as people with sensory impairment, problems from drugs or alcohol, domestic violence, homelessness, vulnerable single parents, Human Immunodeficiency Virus (HIV) ex-offenders, refugees, palliative care and integrated institutionalised clients into the community. Mandelstam (2005) suggests that vulnerable adults are defined as individuals over the age of 18, who are unable to look after themselves or powerless to safeguard themselves from harm or mistreatment.
