The question relates as to how the concept of universal jurisdiction contained in the 1984 Convention against Torture and Cruel, Inhuman or Degrading Treatment or Punishment (hereinafter known as CAT) enables crimes against humanity such as torture, genocide, war crimes and slavery which has essentially reached the highest status of norms known as jus cogens , to be tried anywhere in the world.
The concept of universal jurisdiction has generally been referred to as the useful tool of justice whereby persons can be tried in any courts of any state albeit not in their jurisdiction, notwithstanding differing nationalities.
