wise minority in civil disobedience

Based on the essay “Civil Disobedience”… Thoreau mentions a “wise minority” in paragraph 16. What does he mean
by it? Is it possible to have a wise minority in the sense that he describes? If there is such a minority, what  should government do? What should the wise minority do? How would a wise minority be likely to behave?
