Unlike most program evaluations the Seron, Frankel, Van Ryzin and Kovath (2001) conducted a randomized experiment to determine the effectiveness of using legal counsel in cases where poor
tenants in NYC were facing eviction. For many ethical reasons such experiments are typically not conducted in the social and behavioral sciences. In terms of your program evaluation is this
type of experiment an option? Is it feasible? Are there ethical issues related to this type of experimentation? Why or why not? If an experiment is an option briefly describe your experimental
design and the enrollment of study participants. Think through whether your study can be conducted using a mixed methodology approach (See Kim et al. 2011). Discuss the viability of this type
of research. Discuss the strengths and weakness of using this for your program evaluation.
