Overview: This assignment brings together several key concepts for the course, particularly in developing an integrated civilian-military approach to transform conflict.
Task: Students will choose one of the five elements of the Political Strategy
1. Nurture favorable conditions for the mediation process
2. Mediate conflict incrementally
3. Build a working coalition to run a civil administration
4. Contain obstructionism.
5. Channel the competition for power into nonviolent processes.
(see QVP Chapter 9, pp. 246-250 / nqfinal pp. 363-369 for a short listing, or QVP Chapter 5 pp. 105-115 / nqfinal pp. 154-170 for a detailed discussion of each of the five elements). Each student will write a 2-3 page paper for the UNMIK-KFOR Executive Committee outlining an “Integrated Civilian-Military Approach” for advancing his / her chosen element of the Political Strategy, according to the following format:

SUBJECT: Integrating UNMIK-KFOR Efforts for [write your chosen element here]
Purpose: To inform the Executive Committee of key aspects of implementing an integrated approach by UNMIK and KFOR for [write your chosen element here].
Importance: [Briefly advise the Executive Committee about the importance of the student’s chosen element of the Political Strategy, especially in advancing the Peace Process during the first year of the mission.]
Essential Linkages: [Outline the supporting efforts from the other strategies (e.g., Security, Rule of Law, and Political-Economic Strategies), and why they are important to your chosen element of the Political Strategy. Clarify these essential linkages (see QVP pp. 246 – 250 / nqfinal pp. 363-369).].
1. Supporting Effort from the Security Strategy: [Briefly outline the supporting effort from the Security Strategy and why it’s important to your chosen element.]
2. Supporting Effort from the Rule of Law Strategy: [Briefly outline the supporting effort from the Rule of Law Strategy and why it’s important to your chosen element.]
3. Supporting Effort from the Political-Economic Strategy: [Briefly outline the supporting effort from the Political-Economic Strategy and why it’s important to your chosen element.]
Integrating Mechanisms: [Outline at least two integrating mechanisms (see QVP pages 258-264 for possible entries) the Executive Committee should rely upon to ensure effective day-to-day civ-mil integration on the ground in support of the student’s chosen element of the Political Strategy.]
Metrics for Measuring Progress: [For each essential linkage clarified above, designate a “critical factor” from the MPICE Handbook that must be either diminished or strengthened to make progress on each of the essential linkages. For each “critical factor” designated, specify one or two key “indicators” that the Executive Committee can use to assess the degree of transformation achieved in each linkage of the student’s chosen element of the Political Strategy.]
