Within the corrections community, there has been a great deal of discussion of when or when not to incarcerate. Some argue our emphasis should be on education or rehabilitation rather than prison because it is cheaper and more effective. Still others claim that prison keeps the public “safe” and rightly punishes those who commit crime. Your mini-paper topic is:
When to incarcerate and when not …..
Your mini-paper should address the primary factors that determine whether someone should receive an alternative to incarceration. The paper should also briefly discuss what is more important, the seriousness of the offense or the offender’s prior record? Consider the incarceration of recidivists (repeat offenders) who only commit minor felonies.

Chapter 6 discusses Community Corrections. The Department of Justice defines community corrections (or noninstitutional corrections) as “the supervision of criminal offenders in the resident population, as opposed to confining them in secure correctional facilities. The two main types of community corrections supervision are probation and parole. Community corrections is also referred to as community supervision.” (Bureau of Justice Statistics). While community corrections has traditionally emphasized rehabilitation as its goal, critics assert that community corrections undermines both retribution and deterence and it does not sufficiently guarantee public safety.
With that in mind, your discussion question for this week is:
Are there any crimes that should never result in a sentence of community corrections/supervision? Be creative in your response, and describe hypothetical situations that make the decision more complicated. For example, what about a “murderer” who had experienced years of abuse at the hands of the “victim” and finally snapped, or the college student with a clean record and great GPA whose reckless driving led to the death of a pedestrian?
