The final paper should integrate the information from Parts I and II, so that your paper provides an organized analysis of your chosen government’s accounting and financial reporting:

A brief but informative description of the environment in which the government operates, including its constituents, their interests as users of the government’s financial information, its relationship to the state and federal governments as reflected in its CAFR, and significant social and economic facts that influence financial management of government resources.

Using the written assignments you submitted for Part II, as well as feedback from me and insights you have gained from discussions during the term, an explanation of how the government you have chosen illustrates in its CAFR the concepts, terminology, and accounting and reporting procedures you have studied this term.

Your reflections on the quality of financial reporting by the government you have chosen, including your suggestions for how the information and its reporting can be revised or improved to more effectively serve external users, as well as the government’s internal users of the information.
