There is a legal definition for the term Special Educational Needs which is defined in The Education Act 1996, it states that children which have special educational needs have either learning difficulties or disabilities and will struggle to learn at the same pace as other children in their year group, and therefore will need either extra or different help to their fellow peers in their class.
