1.0 EXECUTIVE SUMMARY

The scope of this feasibility study reviewed the construction and facilities management of a public library through a Private Finance Initiative (PFI) in corporation with the Municipal council of Quatre Bornes. The library within itself is a modern eco-friendly building with a total floor space of about 620m2. From the information garnered via the project brief, a sketch layout created showing the proposed library which is shown in (Appendix A). The report enclose a description and justification of the proposed structure of the special purpose vehicle , along with a cash flow determining the cost, revenue , profit and net cash flow of the library . In addition an explanation and justification of the proposed method of financing the project including an explanation of the financial viability of the project.
