Changes have occurred within the prison service that have dramatically altered the circumstances that existed when Fraser (2007) wrote his article.. Some pivotal ones that directly affect are, in May 2009 a new building programme took the rate of imprisonment in England and Wales to 178 per 100,000 of population, the highest in western Europe, which was beyond Bulgaria (144), Slovakia (151), Romania (126) and Hungary (149) (Tony, 2009). However, Fraser (2007) calculates the rate of imprisonment with the overall population for each country allowing the UK to have a considerably lower rate of imprisonment….(short extract)
