Which faith-group an inmate belongs to requires only a declaration by the inmate. Many prisons allow the inmate to change
affiliation once a year. Thus, any inmate can select a faith-group such as Jewish or Native America even though they do not
fulfill the qualifications of this faith-group in the traditional sense. Is this fair? Explain.
