Environmental policies

Environmental policies have not been changed at the behest of ecoterrorists, nor are concessions typically made to other types of terrorists or kidnappers. What is the logic behind a policy of noncompliance with the demands of terrorists? What would happen if we gave some terrorists the policy changes they desired?
