RESEARCH independently the Bangladesh Flood Action Plan (research online, read books or articles), and

WRITE a (roughly) one page essay on the plan that:

a. explains briefly the benefit of the plan

b. explains briefly at least TWO problems raised by the plan, and

c. gives one or two reasons for thinking either that the Plan should be changed or followed.
