Paper instructions:
After you have completed the Togo and Iriye readings respond one of the following question.
(a). Do you believe that had Secretary of State Cordell Hull been more conciliatory in his response to Togo’s proposals of November 26, 1941 that it would have made a difference? In other word, do you believe that at that point war between the United States and Japan could have been Prevented? Why or why not? Be sure to cite specific references to the documents you have read.
(b). Take the position of either the foreign minister of Japan or the secretary of state of the United State and summarize your government’s position with respect to proposals on the table in late November of 1941. Try to explain what it is your government wants and what it expects the other government to do. Again try as much as possible refer to the documents you have read.
