The global fishery that i chose to write about this week was the sea cucumber mainly because I found sever article talking about it so I figured there had to be some sort of large problem associated with the sea cucumber. The sea cucumber has a declining population and their global fishery is improperly managed resulting in a decline in their overall population sustainability. In the first article that i looked at, it stated that it was difficult to get data from all countries but from the ones that it was able to get data from and after all the data was analyzed it was determined that twenty percent of the sea cucumber fisheries were completely depleted and thirty eight percent of them were over exploited, meaning that it has been exploited above a level at which it is sustainable in the long term and the population does not likely have room for expansion. Only 27 percent of the sea cucumber fisheries were under exploited where they could sustain their populations. After looking at the map, many of the depleted and over exploited areas were off the north east coast of Australia. This is right near many Asian countries including Japan and Korea which are among the highest exploiters of sea cucumbers.
There is not much being done to limit activity on exploitation of the sea cucumber to allow them to repopulate. The article stated that only 39 percent of the fisheries had temporarily prohibited fishing and 22 percent of them have limits on how many boats a fleet can have and other fleet measures on them. Only 39 percent have gear restrictions and 34 percent have size limits. This poses a huge problem with youth sea cucumbers being able to grow to adulthood and reproduce. The biggest thing that shocked me was the only 28 percent of the fisheries has catch limits. This means that the fishing boats can just go out there and catch as many as they want until they are all gone. This is very unsustainable and i think that new practices need to be put in place to make this industry more sustainable.
Just like Ray Hilborn stated in his videos, there are many factors that must go into play to make a fishery sustainable. you have to find the balance between ecological impact and the amount of fish that you want to take out of the water. He stated that if you want no ecological impact then you cannot fish at all. This is where you have to find a happy medium. Fishing impacts biodiversity and an ecosystem. In order to lower those impacts, you have to maintain order and not over exploit. This is done my control. You have to set law and regulations stating catch limits, closed areas, restricted areas, gear restrictions, and fleet restrictions. This is important because it will keep fish repopulating and maintaining their biodiversity and ecosystem.

Perspective : Accountability
Objective: Consider three fundamental accountability questions and identify the organizations involved in investigating or auditing the case:
• To whom were the public officials accountable? Did those include non-governmental organizations? Was there conflict or cooperation or both among the organizations enforcing accountability?
• For what were the public officials accountable?
• How were they held accountable?
• As appropriate, also address the accountability environment of contractors and other private parties and individuals.
• What about those who were not public officials?
• To whom were they accountable?
• For what?
• How?
• What is the source of their accountabilities?
• Were the accountability expectations of public officials and nonpublic participants reasonable or excessive?
• Were the right people held accountable for the right things?
Perspective: Prevention
Objective: Consider what preventive and reform recommendations might be made.
• What is the nature and scope of the environment, or what external influences or factors permitted the violation(s) to occur?
• What would be the objectives and goals of an acceptable solution in the environment in which the violation occurred?
• Who or what are the influences found in the environment that can help bring about an acceptable solution or remediate other similar violations?
• How would you judge or what criteria would you use to determine if the acceptable solution was implemented?
• What other approaches to prevention could be developed that might be acceptable or workable?
• Identify the framework of the workable costs and benefits elements of the workable approach to prevention.
• What reforms, corrective actions, or other changes were recommended or implemented as a result of the case?
