Public Administration
In Leadership, by Rudy Giuliani, (p. 99), the author refers to the concept of the Spoils System of public employment by using the common term “patronage,” but goes on to say that “patronage does not mean giving a job to someone who supported you politically. It means giving a job to someone only because he supported you politically.” What does he mean by this statement and how does it differ from the Spoils System as defined in the textbook? How might an appointed, professional public administrator be faced with the pressures of a Spoils System today, even though they are not elected and do not need political campaign supporters or votes? What are some options for dealing with political pressures in hiring/firing at a public agency? See uploaded material for more information. Please cite throughout the body of the paper.
