Scenario development

Week 1

Floods

Four people have been killed and many are reported missing, in floods, which have swept through Sheffield following two days of unprecedented torrential rain. Transport has been badly affected with Sheffield Railway station under two feet of water causing all rails services to be suspended. Buses and trams are running a reduced service while the council struggles to deal with significant damage to roads throughout the north and north east of the city. Some schools are closed along with many offices, shops and factories in the same area.

Week 2

Floods

A further 10 bodies have been confirmed. Continuing heavy rain has caused a number of electricity sub stations in and around the city to be flooded leading to power cuts across Sheffield. Some of these power cuts have gone on for more than a day bringing public transport to a complete standstill and shutting schools, offices, factories and shops across the city. There are reports of raw sewage leaching into public water supplies. The council’s leader, Thomas Craven, has declared a “state of emergency” in Sheffield and appealed to the Government to provide immediate aid to the city to help look after the homeless and elderly people stranded in their own homes.

Week 3

Floods

A woman in her 80s is found dead in her ground floor council flat. Her family claim that she starved to death because her meals-on-wheels were not delivered during the floods and her home help didn’t visit. Council leader Thomas Craven orders an immediate investigation into the circumstances of her death promising to “leave no stone unturned until I find who failed her”. A local newspaper report claims neighbours, who were evacuated as the floods started, had been told the woman had been moved to a nursing home for her own safety. Funerals for the first victims identified begin to be held.
