1. Explain the concept of resilience and its consideration in assessing the vulnerability of CIKR and homeland security
efforts.
Per the Department of Homeland Security blog (2009) the Critical Infrastructure and Key Resources (CIKR) Simply put, is
comprised of power grids and water filtration plants; national monuments and government facilities; telecommunications and
transportation systems; chemical facilities and much more.
Most of the public fails to recognize many facets of our critical infrastructure and the impact a terrorist attack can have
on us as a nation. Resilience as it relates to CIKR is the ability to resume normal operations as soon as possible after an
event (whether it be a terrorist incident or a natural disaster). In my organization over the last several years in addition
to being NIMS Compliant as it relates to ICS have also focused a lot of energy on “Continuity of Operations” which will
assist us in resuming operations both at the seaport and airport jurisdictions we provide services to. Being an international
airport we serve as an important asset to the region and in the event of an incident we will serve as the landing grounds for
the response to deal with the incident at hand.
2. Describe interdependency as it relates to CIKR and its role in the development of infrastructure protection plans.
As stated in the NIPP (2009) Interdependency is a mutually reliant relationship between entities (objects, individuals, or
groups). The degree of interdependency does not need to be equal in both directions. One must not neglect the importance of
establishing relationships not only across governmental agencies but also the public entities who are also key stakeholders
in the critical infrastructure.
