This again meaning half are over this and half are under this. All and all, this town is pretty “average” in all aspects; it strives to have all of the “amenities of a big city without sacrificing the small town charm”. Kelsey has 2000 sworn officers and maintains an average of a 10 minute response. This city has 9 medical/hospital centers.
