Crisis Management Case Study

Needs to discuss stabilization planning, proactive planning, reactive planning & appropriate community resources for a mock case study about a 23 y/o femle who is using heroin. The mother needs to know what to do as she is loosing hope. What would I do as a counselor in this case.
