I attached a publication from WHO but I can’t find the entire publication so I can use as a reference
What qualifies as a “significant” health issue? Consider any or all of these criteria:

•Number of persons affected
•Quality of life issues
•Complications from conditions
•Cost of services
•Burden to society (lost income, disability, malpractice, insurance costs)
Examples include diabetes, patient safety, injuries, accidents, complications of chronic conditions, abuse and neglect, or polluted environments.
