Is determinism compatible with moral responsibility and free will?

If determinism is true, could anyone ever have acted otherwise in the sense relevant to moral responsibility? What is this sense? (In answering this question, be sure to discuss Moore�s proposed analyses of the sense of could have acted otherwise relevant to moral responsibility, as well as Chisolm and Ayer�s accounts of the relevant sense.
