The book review instructions :
For the review, I am looking for a critique of approximately 3000 words including three major questions :

1. What is the author’s central message or theme?

[If the book appears to have more than one central theme, please describe each of the themes set out in the book.]

2. How does this message/theme intersect with current U.S. energy and environmental law/policy?

[It may be that an author’s proposal(s) are fully consistent with existing law and policy. If so, you would describe how the proposals are consistent with current law and policy. However, if the author’s proposals require changes in existing law and policy, this is the place where you identify and describe the changes that need to be made. For example, your author may advocate dealing with high-level nuclear waste by sending it into outer space. If that’s the case, you would begin by pointing out that this has never been done before and clearly is not within the language–or even the spirit–of our existing nuclear policy. Accordingly, there would have to be substantial changes made to U.S. law. Because no such thing is contemplated by the international treaties on either space flight or nuclear waste disposal, those treaties would have to be amended or a brand new treaty negotiated and ratified that permits such a practice. In this part of your analysis, you should identify and discuss the changes that need to be made to accomplish the author’s goals.]

3. What is your opinion and your analysis of what the author is saying?

I regard this as a crucial component of your review. It’s not enough merely to recite the author’s point of view. It is equally important to give me your views with regard to what the author is saying.
Also keep in mind that this course is a course in energy and law and policy, so try to confine your analysis to these concepts. For example, it may be that an author has a great deal of discussion on the use of “cost-benefit analysis” for a proposed agency action. If that’s the case, please don’t spend a lot of time on the mathematics of cost-benefit analysis, but rather indicate what the current law says about federal agencies using cost-benefit analysis and whether the authors views on cost-benefit analysis are consistent with federal law..
