This tragic structural failure had technical causes (i.e. physical/mechanical mechanisms) that are well-documented. However, some non-technical causes (related to management, professionalism, communication, etc.) also played an important role in precipitating the disaster. Relate some of these non-technical causes of failure to our discussion of the practical aspects of civil engineering practice. Who were the various parties involved in the project and what interests did they represent? What was the method of project delivery? How did the behaviors of the players at different stages of project development contribute to the tragedy?
