Week 2 Discussion Question #1: Administration and Supervision
Several months after taking charge of the New Orleans Police Department in May 2010,
Superintendent Ronal Serpas issued a 65-point plan (attached in course content) to reform the
embattled police department. The report began with the following statement that reflects the
principles of legitimacy and procedural justice in policing:
“The New Orleans Police Department will no longer tell neighborhoods what their problems are;
instead, the NOPD will listen, collaborate and respond proactively.” (Police Executive Research Forum,
2014, p. 15)
Assume that you are a supervisor on the New Orleans Police Department. Briefly address the following
two questions:
1. What components of the theoretical organizational model PODSCORB are addressed in this
statement and how are they addressed (Thibault et al., 2011, pp. 89-91)?
2. How will you implement the Superintendent’s direction contained in this order according to the
RESPECT approach to supervision (Thibault et al., pp. 92-94)?

Week 2 Discussion Question #2: Proactive Planning
Successful management of police agencies is a result of proactive planning. The planning process is a
complex activity that must include all elements of the agency. There are numerous planning tools and
techniques that are discussed in our reading assignment for this week (Thibault et al., 2011, p. 322-358).
One proactive planning technique that proved critical to the successful revitalization of the New York
City Police Department is COMPSTAT. (Thibault et al., 2011, p. 355).
COMPSTAT is utilized by numerous police departments as a component of their management plan. The
COMPSTAT system has contributed to increases in effectiveness and achievement of crime reduction
goals for many agencies. Please read COMPSTAT: Its origins, evolution and future in law enforcement
agencies (contained in Content, Course Resources) and address the questions below:
1. What is COMPSTAT and how can it contribute to proactive planning in a police department?
Specifically, how can COMPSTAT be utilized with long-term and short-term planning goals and
objectives?
