•In the Mercier (1997) the researchers encountered several challenges that impacted data collection and analysis. How could these challenges manifest in your own evaluation study? What strategies could you use to combat these issues. Based on the Witken (1994) article you can see that in come cases it is more beneficial to conduct a needs assessment in lieu of an actual program evaluation. Do you see challenges in this approach based on Witken? How does Berberet (2006) put together an integrated needs assessment model?
