(1) Chapter 3 discusses the various structures of police departments. One such structure discussed is that of private policing. We are accustomed to thinking of the police as being a public agency, but there has been a trend toward the privatization of formerly public frunctions over the last two decades. Corrections and educastion now have significant numbers of privately owned facilities, run on a for-profit basis. Your discussion question is:
What do you think would be the benefits of a privately run municipal police department that had to justify the renewal of its contract periodically (every five years, as an example)? What might be the negative consequences of such an arrangement?

(2) Chapter 3 discusses (Future Issues) an issue that potentially could have considerable consequences/impact on local/federal law enforcement. Both anti-terror measures sponsored by the federal government and the State of Arizon’s failed attempt to authorize state agents to enforce federal immigration law (Arizona SB 1070 (see link below for a summary)), have blurred the once-clear lines of responsibility between local, state, and federal tiers of government. Your question is:
Given the variation of needs and conditions across the United States, which do you think should be the wave of the future: locate control or centralized control of law enforcement functions? Why, or why not the alternative?
