The Beveridge system as implemented between 1945-1980 was fundamentally flawed, firstly because the idea of poverty it encompassed was very limited and secondly because it failed to provide either clear and certain rules or reasonable machinery for the implementation of rights. Discuss.

Sir William Beveridge was classed as the greatest administrative genius and one of the finest social entrepreneurs of the 20th Century. He was part of a band of public servants who deployed their talents, not for personal financial gain, but to the advancement of public good. Beveridge worked tirelessly to learn about how society worked by busying himself in the most detailed of local studies, due to the fact that for Beveridge statistics constituted knowledge, and knowledge, equalled at least influence, if not power. In July 1943 the Beveridge reports were first published and the report first came to life three years later with the National Insurance Act 1946 followed by the National Assistance Act in 1948….(short extract)
