In a modern democratic society the authority of states is always at risk of being challenged by its citizens. People instinctively and inherently want to feel that they have control over their lives and their destiny. Democracy is an idea as well as a set of practices what it means can and does change over time. It is crucial to a sense of legitimacy or acceptability of the political orders in which we live.
Before the First World War there was little intervention by the states. According to political scientist Christopher Hood, even the basic ideas of welfare state, with structures and operations around health, education and social services, barely existed.
