When we look at the foundation of policing, we quickly realize that not much is known about what policing was like prior to the mid 1700s. When we look back to biblical times, it was understood that maintaining order and dealing with lawbreakers was a private matter. We began to see actual documentation of crime fighting in the 12th and 13th centuries when the kings on the European continents assumed responsibility of crime and started handing down punishment.
English Policing
Moving ahead in time to the 1700s, it is observed that the English system would be the foundation for how we operate our policing system here in the United States. Henry Fielding, a novelist, was credited with establishing the first police force and crime reports. Shortly thereafter, Sir Robert Peel gained recognition by drafting the first police bill and establishing the first organized, large scale, police force in London, England.
American Policing
American Policing was created when colonies identified crime and realized control was needed for civil peace to occur. Looking back at the methods used, it was apparent that we were operating very closely to the methods used in English policing. In the 1800s, Boston was the first city to experience a modern urban police force. As we continue forward in the history of our country, transition and experimentation led the way as we worked through many important incidents that we credit with the development of many current methods we use today.
