What do you think about extending the Montreal Protocol so that it covers HFC’s? We know that HFC’s have a benign impact on the ozone layer but their global warming impact is more than 800
times that of carbon dioxide. But can a treaty which was agreed to by all nations to stop ozone destruction be applied to the more controversial purpose of limiting GHG’s. Does the proposal
