Network Implementation/VOIP/DHCP and IP addresses

What are your thoughts on VoIP? How has it influenced the telecommunications industry in the last few years?

If you were designing a network with thousands of users, would you go with Static or DHCP IP addresses? Why? Be prepared to defend your answer.?
