and Sojourn). Selected pages, as well as other materials, are in your assigned readings. You are a staff officer on the Joint Staff. Your
Supervisor calls you in and says, “Who are they? What’s going on here? I have to brief the Chairman, so I need to be brought up to speed
ASAP!”

Format for the paper (and weighted grading out of /20)-
PROBLEM (Can be seen as Intro to Topic) (1 Pt).Identify the Political Opportunity Structure issue with an articulation of why violence has
emerged and the form it has taken. Is there an understanding of what the threat is currently doing (who, what, when, why, where, and how) and
why has it proved difficult to counter?
ROOTS (6 Pts).Provide an analysis of how non-mediation of grievances stemming from contextual issues (macro – geographic, historic, economic,
social, and political), actual or perceived (i.e., tangible or intangible), impact upon individuals (micro) in society to produce a desire
for change (the social movement). Explain how and why violent splinter groups emerged from the social movement to form threat group(s)
(meso)?
FRAME & NARRATIVE (2 Pts).Describe how threat group ideology is related to narrative and ultimately framing of the situation. What in the
narrative explains why the threat group is fighting? How does the frame express how the threat justifies its purpose? What role does the
threat see that it is fulfilling where the state is failing?
THREAT STRATEGY (5 Pts).Articulate the threat group strategy in an Ends-Ways-Means construct. In presenting its understanding of the group’s
strategic approach, does the paper examine campaign architecture (Lines of Effort with associated campaigns)? Do the campaigns have clearly
defined purposes nested within the overall purpose of the line of effort? Address phasing and metrics of the threat group’s strategy?
Present Response (2 Pts).Articulate how the state assesses the threat center of gravity and responds through its own process of Frame and
Narrative.Articulate the state’s(GOVERNMENT) strategic response in an Ends-Ways-Means construct and offer a critique of this response as it
impacts upon the conflict?
