Hurricane Katrina Breakdown

1. Much of the debate over the resonse to hurricane Katrina centers on the question of the division of resonsibility among different levels of government local state and federal.
If the federal government played a more aggressive role, would that violate tenants up Federalism specific provisions of the constituttion and specific statues such as the Posse Comitatus Act of 1878, which limits miilitary participation in law enforcement?
What other legal options are there besides giving the federal government a more powerful role?

2. What are the management or efficiency arguments for and against a more centralised response to a large national disasters like huricane catrina? why would we not have a federal fire department?
